Social work's role in creating social solidarity requires an engagement with identity politics through careful negotiation of the boundary between the private and the public spheres and hence ensuring a balance between personal freedom to define one's specific identity and the public entitlement to belong to a political community as citizens. Current political and cultural trends, reflected also in social policies, impact severely on that boundary maintenance task inasmuch as privatisation encroaches on formerly public domains while simultaneously details of private concerns receive public attention through their commercialisation by the new media. It is suggested that social work's political role be asserted more explicitly in terms of the application of the Global Agenda which needs to penetrate to the level of person‐to‐person interaction.

Central to this article are two concerns: It seeks to demonstrate that social work theories and methods always need to be evaluated with reference to the social policy context in which they operate and in which they might assume unintended functions. It further proposes that the dominance of a positivist epistemology in the current surge for evidence-based practice needs to be critically cross-referenced with hermeneutic approaches to theorizing that emphasize the importance of intersubjectivity and communication in the human and social sphere. References to critical phases in the history of social work and an examination of the social pedagogy paradigm, developed in the context of German social policies, illustrate the promises—and pitfalls—of the privileging of humanist theory frameworks with reference to the key exponents of hermeneutics in social pedagogy.

Das Bemühen, einheitlichen Tendenzen der Sozialarbeit in Europa festzulegen, hat - so das Fazit des vorliegenden Beitrags - geringe Aussichten auf Erfolg. Zum einen liegt dies daran, daß auch nach jahrzehntelangen Bemühungen, Sozialarbeit zu vereinen und nach gemeinsamen Kriterien zu professionalisieren, die Berufsgruppe sich noch immer oder mehr und mehr uneinheitlich gestaltet. Zum anderen wird es zunehmend schwieriger, von einer Konvergenz allgemeiner sozialer und politischer Entwicklungen in Europa zu sprechen. Demgegenüber fordert der Autor eine "Neubesinnung" auf die Einheit der sozialen Arbeit. Die Privatisierung des Sozialen, die sich letztlich hinter diesen Pluralisierungstendenzen verbirgt, sowohl im Sozialbereich, als auch innerhalb der Berufsgruppen, ist dabei die ernsthafteste Bedrohung eines integrierten Konzepts von Sozialarbeit. English This article calls for open-minded, critical research into the history of social work and a recognition of the discontinuities and diversity that are evident in its development and current forms. Social work as historical practice is about applying hermeneutic skills in order to create shared understandings that engage with issues of identity and culture. French Cet article plaide en faveur d'une recherche critique et ouverte à l'égard de l'histoire du travail social et d'une reconnaissance des ruptures et de la diversité qui sont manifestes dans son cours et aujourd'hui. La pratique historique du travail social consiste en l'application de l'herméneutique afin de créer une compréhension partagée sous-tendue par les enjeux d'identité et de culture. Spanish Este artículo convoca a una mentalidad abierta, a la investigació n crítica sobre la historia del trabajo social y al reconocimiento de las discontinuidades y diversidad que son evidentes en su desarrollo y formas actuales. El trabajo social, como prá ctica histó rica, está llamado a aplicar las herramientas hermenéuticas, a fin de crear comprensiones compartidas que se vinculen con los temas de identidad y cultura.
